- May 15, 2013 Some port expansion cards had both Serial and parallel ports so this might be the missing driver. If so you would need to identify what the card is and find the appropriate drivers. Unfortunately it is highly likely they would not be available for Windows 7.

I had the same problem, and was able to resolve it. I am using Windows 7 Home Premium x86 ( 32 bit ), but this should work for 64 bit as well.
Download both Intel Drivers from Dell (R194010 and R194011).
Optiplex 755 Drivers Windows 7
Go into the folder where they were downloaded.
Right click the first file (R194010.EXE), choose properties.
Go to the Compatibility Tab and click 'Run this program in compatability mode for:' and choose Windows Vista SP 2

Do the same for the second file (R194011.EXE) to set it in compatability mode also.
Run the first one and follow all the on screen steps.
Run the second one and follow all the on screen steps.
Then you will get the 'To Enable/Disable contact your authorized system admiinistrator' message. Now I believe that you can go into the BIOS when you turn on your pc and enable the Intel AMT, but since that is more of a business feature and you have Home Premium you almost certainly do not need AMT. So to disable the message do the following:
Click the Start Button Orb.
In the Search box type 'msconfig' without quotes and press enter.
When the System Configuration comes up go to the Startup tab.
Uncheck the box for 'atchk Intel Corporation' and click OK.
Restart your computer when prompted.

I have a dell optiplex 755 (tower), it was shipped originally with vista but was recently reinstalled using Windows 7, 64 bit.

THe serial port driver, and something else called 'PCI Simple Communications Controller' (possibly a modem on the motherboard) are listed as 'other devices' in the device manager, with yellow exclamation marks in the icons meaning they have no drivers installed.
Dell does not list any drivers on their usual website where you enter your service tag. I am pretty sure this is a standard Intel Q## chipset. Does anybody know which one exactly, and where I can get the chipset drivers and particularly, the serial port drivers, for 64 bit Windows 7?

Go to the drivers section on dell's site and enter your service tag:
1) Install the latest chipset drivers from dell's site.2) If that doesn't work, install the latest networking drivers from dell's site.3) If that doesn't work, install the latest video card drivers from dell's site.
Force FlowForce FlowGo to Dell's support site and look up 745C drivers under 'Chipset'. Download the last 2 drivers and install them in your Dell driver directory under Intel PCI Driver Management. Use these to update the drivers in the Device Manager and problem fixed!
